Parliamentary Investigation slams false accusation against Jenny Tonge and PRC

The Parliamentary Committee for Privileges and Conduct dismissed allegations of anti-Semitism against Baroness Jenny Tonge for hosting the launch of the Balfour Apology Campaign on October 25th 2016, in the House of Lords.
Following media reports from The Times and the Jewish Chronicle on the meeting under the headline “Jews blamed for Holocaust at ‘shameful’ House of Lords event” and after receiving complaints from Mark Regev, Israeli Ambassador to the UK, and members of the House of Lords, an official investigation was initiated by the Committee for Privileges and Conduct.
It was alleged that Jenny Tonge has breached the Code of Conduct, which requires members to act on their personal honor but The Committee has decreed a resounding result which states:
It is clear from the transcript that the event as billed—to launch the Palestinian Return Centre’s Balfour Apology Campaign—was what took place, and that the event was not intended to promote antisemitism. I find that there was no takeover of the event by people promoting antisemitism, and that therefore Baroness Tonge was not obliged to deal with any such takeover.
The report added:
For the above reasons I find that Baroness Tonge did not breach paragraph 8(b) of the Code of Conduct in her hosting and chairing of the meeting on the parliamentary estate on 25 October 2016.
The Palestinian Return Centre (PRC) welcomes the findings of the investigations which sheds light on the truth regarding the launch of the Balfour Apology Campaign and the appalling targeted campaign to silence pro-Palestinian activists and smear them as anti-Semites.
The false accusations of anti-Semitism from the media and the Israeli Embassy were categorically refused by the Committee for Privileges and Conduct, and the investigation refuted as well the claim that the comments made by the member of the Naturei Karta amounted to ‘Holocaust denial’. And the claim from most mainstream media that the audience applauded after an audience member made an anti-Semitic comment was also proved to be incorrect.
Lastly, comments made by speaker Betty Hunter that were alleged to be anti-Semitic were also found to not even meet the new contentious IHRA definition of anti-Semitism. The investigation found that criticizing Israel as a “racist and colonialist state” clearly does not breach the new definition.

Balfour Apology Campaign urges Royal Family to reject visit invitation to Israel

Balfour Apology Campaign (BAC) is concerned about the possible British Royal Family visit to Israel. Reports in British media have suggested an unprecedented Royal Family visit to Israel following the visit of Foreign Secretary Boris Johnson meeting with Israeli PM and Israeli President.
According to the Independent “The first state visit by a British Royal to Israel will go ahead this year, Whitehall sources have suggested.”
While the uncertain visit has not been confirmed by the Royal Family our campaign urges the royal Family to reject this possible visit.
The royal family visit to Israel is seen by the Campaign and Palestinians under Occupation and in the Diaspora as “unhelpful”. Such a visit will only encourage Israel to continue its human rights violations against Palestinians and provide free publicity to cover Israel’s ongoing settler colonialism, occupation and apartheid policies.
The Campaign will communicate with the royal family asking for clarification on this matter.

The Palestinian Return Centre (PRC) is very concerned about the possibility of the British Government or any of its institutions, bodies or senior figures; celebrating or marking the centenary of the Balfour Declaration. We have followed up closely the calls of the pro Israeli groups to celebrate or mark this infamous centenary.
As you may know, for millions of Palestinians the Balfour Declaration is not a source of pride but rather, displacement and agony. Britain’s Middle East Minister, Tobias Ellwood, said in a Parliamentary debate in November 2016 that Government will not “celebrate” the Centenary and will be taking “a measured approach”. Meanwhile, recent media reports suggest that your Excellency has “invited” Israeli Prime Minister to London to celebrate the occasion. The PRC is certain that you are fully aware that the Balfour Declaration has led us to this current moment of continued conflict and instability.
After 100 years of this Declaration, Palestinians remain displaced in the refugee camps and denied their right to return to their homeland. They are living under a fifty-year military occupation depriving them of basic human rights and suffer daily humiliation at Israeli checkpoints. Palestinians are made homeless due to the increasing settlement expansion, which Parliament has recently reaffirmed their illegality and an obstable to peace.
Moreover, Israel has repeatedly violated International laws and UN resolutions as well as committing war crimes in Gaza Strip in the last three military offensives in 2009, 2012 and 2014. The centre firmly believes that celebrating or marking the Balfour Declaration would lead to further damage to Britain’s image not only in Palestine but across the region.
As you may aware, the British Mandate and involvement in the Arab world early in 20th Century is negatively perceived as a foreign “colonial” and “imperialist” project. Therefore, we kindly request that Number 10 issue a statement to confirm its position.
We call on HMG to openly apologise and recognise the suffering caused to Palestinians following the Balfour Declaration during the Mandate years and how it contributed to their current plight. This moral and ethical step would greatly contribute to advancing the cause of justice and achieving peace in the region.

LSE Palestine Society event: 100 Years After Balfour and Understanding Apartheid
London, London School of Economics – 1st March 2017
The Palestinian Return Centre (PRC) was invited to speak at an event organised by the London School of Economics Palestine Society as part of Israeli Apartheid Week. The talk was a two-part academic event, the first half focusing on the centenary of the Balfour Declaration and the second half understanding apartheid, discussing settler colonialism and how to end it. The events speakers included Peitro Stefanini, Researcher and Advocacy coordinator at the PRC. Mr. Sameh Habeeb, Head of Media and Communications at the PRC, and concluded with Dr. John Chalcraft Associate Professor in the History and Politics of Empire/Imperialism at LSE.
Peitro Stefanini began the proceedings by introducing the history of the Balfour Declaration. He highlighted the insincere geostrategic motivations which led to the issuing of the Declaration. Stefanini also discussed the legacy of the British Mandate and how their implementation of colonial rule became embedded in the new Israeli colonial regime.
Sameh Hebeeb developed on Mr. Stefanini’s speech about the legacy and impact of the Balfour Declaration post 1948. Discussing how the document directly resulted in the Palestinian Nakba. Mr. Habeeb used his speech to enlighten and promote the Balfour Apology Campaign, which is calling on the British Government to apologise for its role in the Arab –Israeli conflict and lead international peace keeping efforts. To conclude the speech Habeeb spoke of what good an apology would do to the peace process in formally acknowledging the Palestinian suffering.
The last speaker, Dr. John Chalcraft opened up the second part of the event by situating Israeli colonisation in a larger context. He highlighted and applied the core models of colonialism and then explored how in each case the colonial regime had ended, in order to find a model that would fit within the Israeli framework. From this he concluded the South African model of social movement was the most appropriate for Palestine and went onto discuss his own research into the success and pitfalls of the BDS movement in relation to the French water company case Veolia.
The event ended with a Q&A session which advocated not getting caught up in the one-state two-state solution argument, acknowledging that there is not any viable room left for two states. Mr. Habeeb also concluded by highlighting the PRC’s petition calling on the British Governments apology.
Arab Parliament Expresses Support for PRC Petition Demanding UK Apology for Balfour

Chairman of the Arab Parliament (AP), Dr. Meshaal AlSalmi, expressed his full support for a petition by the London-based Palestinian Return Centre (PRC) calling on the British government to apologize for the notorious Balfour Declaration, which pledged a homeland for the Jewish people in historic Palestine a century ago.
Speaking with PRC Executive Director, Tarek Hamoud, by phone, AlSalmi voiced AP’s back-up for underway endeavors to pressure Britain to make an apology for the Balfour pledge, vowing to take all necessary steps to that very end.
AlSalmi further promised to raise the issue with the British House of Commons, reiterating AP’s unyielding pro-Palestine standpoint.
For his part, PRC Executive Director, Mr. Tarek Hamoud, hailed AlSalmi’s position and expressed hope that AP’s backing would herald a turn for the better vis-à-vis the Palestinian cause.
The Cairo-headquarted AP was established following the adoption of Resolution 292 at the Arab League Summit held in Algiers in March 2005.

The centre sent a letter to The Prime Minister, Theresa May MP refusing marking or celebrating the infamous declaration which led to today’s Palestinian plight.

Balfour Declaration Apology Petition Launched in London

The Balfour Apology Campaign (BAC) has just launched its petition which calls on the British Government to apologise for the Balfour Declaration and lead peace efforts in Palestine.
The campaign which is initiated by the Palestinian Return Centre (PRC) urges the Government to acknowledge responsibility for its colonial crimes in Palestine following the infamous declaration.
The Balfour Declaration issued by the British Government in 1917 resulted in the mass displacement of the Palestinian people and a hundred-years suffering.
The Balfour Declaration had no legal authority. It was described by the Jurist Henry Cattan as “legally void, morally wicked and politically mischievous”.

No document in Middle Eastern history has had as much influence as the Balfour Declaration on the current plight of the Palestinian people.
The Balfour Declaration, a 67-word statement is contained in the short letter by the British Foreign Secretary, Lord Arthur Balfour to Lord Rothschild, a leading English Jew, on November 2, 1917.
The declaration “[viewed] with favour” the establishment of a national home for the Jewish people in Palestine, without the consent of the inhabitants of the country who were the majority.
In 1917, at the time of the declaration, Palestinians constituted over 90% of the total population.

PRC Spotlights Palestine-Ireland Historical Bonds at British Parliament Seminar

The London-based Palestinian Return Centre (PRC) discussed, during a seminar held on Tuesday at the British Parliament in London, the historical bonds between Palestine and Ireland.
The event was organized by PRC at the invitation of the MP Mickey Brady of the Sinn Féin party, and had the journalist David Cronin in the panel, in addition to PRC’s researcher Pietro Stefanini, and was chaired by Mr. Brady MP.
David Cronin, the author of Balfour’s Shadow: A Century of British Support for Zionism and Israel, shed light on historical connections that arguably made Britain a direct accomplice in the ethnic cleansing of Palestine.
Cronin explained the way people around the world should tackle the legacy of the Balfour Declaration, called on fighting Israeli apartheid with a tactic that Balfour tried to outlaw: the tactic of boycott.
Pitero Stefanini discussed the role of Palestinian political prisoners as part of Israel’s colonial project to subjugate and control the Palestinian population.
Among the key subject discussed at event were also the tragic fallouts of the British imperialism both on the Palestinians and the Irish people.
Member of the Irish Parliament for Newry and Armagh, Mickey Brady, hailed the strong bilateral bonds between the Irish people and the Palestinians, stressing his party’s pro-Palestine stance and firm rebuff of Israel’s apartheid policies and preplanned violations against Palestinian people.
Bradly said Sinn Féin’s record of supporting the Palestinian people is clear and consistent, stressing full support to the Palestinian people in their legitimate struggle for freedom, independence – and statehood and demand a formal recognition of the State of Palestine on the basis of the 1967 borders with East Jerusalem as its capital.
Bradly MP called on the international community to ensure the implementation of United Nations resolutions and the enforcement of International Law.
The seminar dovetails a series of events staged by PRC, in partnership with pro-Palestine parties at the British Parliament, so as to mobilize support for the Palestinian cause and prop up de-colonization activism across the UK and Europe.
Israel’s government desperately rushes to House of Commons in defense of Balfour

On Tuesday November 29th Michael Gove MP hosted an event in the House of Commons which was organized by the Henry Jackson Society, a known pro-Zionist, neoconservative and deeply influenced by Islamophobia think-thank[1]. The event was a frantic effort to salvage and defend the Balfour Declaration after the emergence of Palestinians’ efforts to seek an apology and accountability for Britain’s past colonial crimes.
This event was staged as a direct response to the Palestinian Return Centre’s meeting held in October in the House of Lords. As PRC’s launch of the Balfour Apology Campaign made headlines in the UK and around the world, pro-Israel supporters scrambled to organize an event in the House of Commons to defend the Balfour Declaration. The panel included Israel’s ambassador to the UK and other figures close to Netanyahu’s government.
We attended the event and were shocked by the many comments which can certainly be characterized as anti-Palestinian hate speech.
One of the speakers was Dore Gold, the head of the Jerusalem Center for Public Affairs and up until a month ago the Foreign Ministry’s director-general, highlighted what he said were the links between the Palestinian Return Centre, which had asked for the apology, and Hamas. The PRC, he said, had been outlawed in Israel in 2010 by then Defence Minister Ehud Barak, because of these links.
“They appeared in the House of Lords seeking to delegitimise Israel, but the shoe should be on the other foot”, he said, and denounced the PRC for “seeking an apology from the British government for past colonial crimes.” Israel, he said, was not a colonialist entity: “It was restored as a Jewish commonwealth after it had been destroyed.” It was “an audacity” of the PRC “to come to the greatest parliamentary democracy in the world and challenge Israel’s existence.”[2]
As per usual, Israel’s hasbara advocates decided to use the ‘terrorists’ card in order to delegitimize PRC’s campaign, which is gaining support in the UK. Dore Gold is referring to the Israeli government’s decision to ban the PRC in 2010 due to alleged connections to Hamas, which according to a study by the British independent research centre Public Interest Investigations, the ban was based on unfounded allegations and circumstantial evidence.[3]
Even after the PRC was accredited as an NGO with special consultative status to the United Nations ECOSOC in 2015, pro-Israel propagandists continue to smear the PRC as a “terrorist entity” or “Hamas’ operative in Europe”.
The fact that the PRC has been active in the UK since 1996 and continues to legally work within the UK and EU parliament and regularly attends UN meetings in Geneva and New York, makes Israel and its advocates’ ridiculous claim hard to believe. Furthermore, if Israel had any evidence of PRC being part of Hamas, why doesn’t it ask her supposedly great ally and friend Britain to close down this “terrorist” NGO?
Of course, it’s not enough to try to discredit the NGO behind the Balfour Apology Campaign, and so this event was purposively scheduled in the UK parliament with the aim to influence public opinion, which they fear might be moving waking up to the unpleasant reality of Britain’s colonial legacy in Palestine.
According to an article of the Jerusalem Post “A group [PRC] met in Britain’s House of Lords with the aim of burying the Balfour Declaration, an Israeli group on Tuesday will take to a room in the House of Commons to praise it.”[4]
However, the task of praising the infamous Balfour Declaration is becoming increasingly difficult. Only last week, during a Westminster Hall debate, Conservative MP Bob Stewart stated that “Britain was being either duplicitous or incompetent with the Balfour Declaration”.
During the same debate Foreign Office Minister Tobias Elwood MP, backtracked from previous statements and announced that the government will not be celebrating the centenary of the Balfour Declaration. As the conflict continues to affects millions with no end in sight, the desire to “celebrate” or “praise” the Balfour Declaration is a contradiction too great even for a great supporter of Israel such as the Conservative Party.
The narrative of pro-Israel advocates was abundant of contradictions as evidenced in their “Refuting Balfour’s Detractors” event. During the discussion Balfour was described as a great intellectual and philosopher. Praise was conferred even to President-elect Trump, as one of the panelists, Yair Hirschfeld, echoed other Israeli politicians in his claim that election of Trump is a “good opportunity” for Israel to implement her “vision”. While discussing the two-state solution, which he is a self-proclaimed a strong supporter, he suggested that the illegal settlements established in the occupied territories should be part of Israel in a two-state solution. His statement is evidence of Israel’s goal ever since the Oslo Accords – lip service to the international community about a two-state solution while in reality acquiring as much Palestinian land with as little Palestinians in it as possible.
Another speaker was Andrew Roberts, visiting professor at the Department of War Studies, King’s College London. Mr. Roberts’s made great efforts to pay tribute to the Balfour Declaration, though his argument was rife with incongruity. He claims that the declaration was a “miraculous event” and one of the “most egregious moments of the British Empire” while at the same time suggesting that Britain should be “proud of it but it has nothing to do with colonialism”. Is Mr.Roberts implying that the British Empire had nothing to do with colonialism?
Similar denial emerged from some of the audience’s questions. One unidentified individual questioned whether Palestinians were a real people and actually existed. The phrase “there is no such thing as Palestinians” is one of the core Zionist’s myths propagated by Israeli leaders such as Golda Meir.
Mr. Roberts, in response to a question on whether the Balfour Declaration gave Zionists legitimacy to the land in Palestine, affirmed that Balfour did give away any land and that they had to “work and buy every piece of land in Palestine”. Here Mr. Roberts whitewashes the ethnic cleansing that Israel committed in order to establish its state which had to expel the majority of the indigenous population and destroy hundreds of their villages.
Another audience member seemed worried about the Israel’s public perception as he asked: “Don’t you think in a generation time Israel will lose Western democracies supporters?” To this Mr. Roberts sarcastically replied “What support?” and continued “Countries are failing to stand up for Israel”.
Finally, the closing remarks came from Michael Gove MP, which affirmed what the pro-Israel lobby has been increasingly pushing for, which is saying that “anti-Zionism is the same as anti-Semitism”. Mr. Gove ended the evening with a shocking claim, probably taking note from Trumps recent statements, which is that on the centenary of the Balfour Declaration Britain will move its embassy from Tel-Aviv to Jerusalem. This would be in violation of international law since the international community has not recognized Jerusalem to be the capital of Israel.
To conclude, Dore Gold exemplifies Israel’s fear to truthfully deal with the Balfour Declaration as he states: “They want to put the state of Israel into the colonialist box, seeing Israel as a colonialist entity born of British imperialism.”[5] He is right – that is our intention because that it is the truth and it is increasingly the perception of the British public which will be ever more difficult for Israel to challenge as we approach the centenary of the Balfour Declaration.
Lastly, the PRC is looking at filing a formal complaint to the House of Commons for this event which was characterized by many extremist comments that amount to anti-Palestinian hate speech.

Press Release: On its 99th anniversary…HMG must apologise for the Balfour Declaration
London – 2 November 2016 – Today marks the 99th anniversary since the signing of the infamous Balfour Declaration. The British government failed to protect the Palestinian people, which was a breach of its obligations under the Mandate.
Britain’s failure led to communal strife, violence and mass displacement of more than half of the Palestinian population before expiration of its Mandate. The Balfour declaration of 1917 clearly prejudiced the rights of Palestinian people and sealed their fate, leading to untold suffering. Since then, seven million Palestinian refugees, more than half the Palestinian population have had to endure this historic injustice, a blatant denial of their human rights.
We are very concerned that the British Government is planning to mark the centenary of Balfour Declaration. The centre therefore calls on the Government to help ending the plight of Palestinians instead of supporting the political agenda of Israel.
The constant bias of the conservative government towards Israel is dangerous and will only damage the reputation of Great Britain worldwide especially the Middle East.
The British government support of the right-wing Israeli government will only contribute to more human rights violations in occupied Palestine. Such official British support is against the very British values.
Balfour Apology Campaign
To raise awareness about the importance to appropriately remember the Balfour Declaration and its damning consequence we have decided to launch the Balfour Apology Campaign (BAC). Our mission is to seek an official apology from the British government for issuing the Balfour Declaration. We believe that the British government’s recognition of its destructive colonial past is a necessary step towards achieving peace, justice and reconciliation.
Our Campaign supports a just resolution of the conflict based on the principles of international law where Palestinian refugees living in the Diaspora can enjoy there right of return and obtain their rights. This campaign is aimed at the British government to openly recognise its colonial past in Palestine and act accordingly.
A clear British recognition of the colonial history of Britain would contribute to finding a just and peaceful resolution to the Arab-Israeli conflict.
The British Government should acknowledge its obligation to apologise to the Palestinian people for failing to meet its obligations and to uphold Palestinian rights.
Thorough this Balfour Apology Campaign we also seek to inform the British public about the importance of the British government’s recognition of its mistakes and call on the British people to support us in bringing peace and justice to Palestine, thus bringing an end to a century of suffering.
We will be organizing many events throughout the UK in the coming year leading up to November 2017. We will also have petition to urge the British Government to debate recognition in Parliament. We aim to impact all sections of society through working with politicians, MPs, media, NGOs, charities, students and members of the public to raise the profile of the campaign.
